Abstract
Strategic foresight is a significant procedure that governments, private companies
and international organizations utilize to forecast what will happen in the future. Knowing
both the possible and expected future would help those organizations to be able to set
up plans for winning in political contestation, economic competition, policy making and
international affairs management. However, the strategic foresight may not only yield
positive aspects. This article tries to set up a question of are there any negative impacts
from the strategic foresight and how it is criticized to reveal its’ negative aspects? To answer
the questions, the researchers examine critical comments toward the Ease of Doing
Business conducted by the World Bank as an economic strategic foresight that may
determine the flow of global capital and control foreign direct investment.
The study looks for the critical and remarkable comments on the Ease of Doing
Business from academic articles, conference proceedings’ papers and experts’ commentaries
published on newspapers. Reading through all of the materials to understand and
scrutinize criticisms on the Ease of Doing Business was the main method that the
researchers employ for analyzing data. The findings pointed out that the critical comments
toward the Ease of Doing Business composed of 1) Criticisms on evaluation methodology:
evaluation process, used data and criteria, 2) Negative impacts from the evaluation report
and 3) Influences of the evaluation on the political and social regime of host countries.
Though the article may not be able to undermine the strategic foresight industry that has
been playing a crucial role in the time of uncertainty, yet the implication of the study is
to remind the foresight researchers to be aware and address the negative impacts that
occur from the foresight.
