Abstract
This research was aimed to study impacts and sensitivity of communities against
impacts of climate change (flood), the practices and capabilities of the communities in
adapting against the impacts from climate change, as well as factors affecting the adaptation.
The 2 target communities affected by the climate change were Tab Nam community and
Baan Lee community in Bangpahan District, Pranakhorn Sriayuthya Province. Data were collected
by interviewing communities’ leaders and local people, administrators and officers of the
sub-district authority organization, conducting workshops to evaluate their capabilities and
find strategies in adapting against climate change, observations and studying related
document. The study found that the 2 communities had moderate level against flooding.
Tab Nam community had high level of capability in adaptation. Factors affecting the capacity
were strong and commitment leaders, accessibility to budget, and knowledge, understanding,
awareness, and unity of the local people. On the other hand, Baan Lee community had low
level of capability. Factors affecting the capability were geological limitation of the area,
some local people lacked knowledge, awareness and participation, no concreate plan,
insufficient budget, and low access to necessary knowledge. Strategies to increase the
communities’ capability are 1) strengthen the capacity of community’s leaders in water
resource management; 2) develop the integrated water resource management; 3) increase
the accessibility to external budget; 4) develop knowledge, capacity and awareness, and
accessibility to information of the local people; and 5) build cooperation with agencies both
in the area and outside.
