Abstract
At present,Pattaya has been developing condominiums along Pattaya beach
scatteredly. However, such developments have both positive and negative impacts. For
negative consequences if not solved or remedied. Will bring conflict As in the case of
conflicts from project development. Waterfront Pattaya Thailand. This research was
aimed at investigating the causes of the Conflict in the Waterfront Pattaya Thailand, and
to propose solutions to the conflict among the local community in the project area, the
project developer, and the state. The data for this qualitative study were collected
through semi-structure interviews with stakeholders of the project, along with reviews of
related documents.The results from an analysis based on the Circle of Conflict Model
revealed that the cause of the disagreement was principally the conflicting beliefs of
Prince of Chumphon in the local community and of the project developer. The people
also reported trusting neither the construction permit nor the steps taken for the
approval of the project’s environmental impact assessment report (EIA). In addition, the
details of the project were not provided to the local people. This conflict has still ,
preventing the project construction to continue. Such conflict has also led to a dispute
between the state and the project developer due to the latter’s profit loss. For the
solution, it is suggested that the central and municipal governments cooperate in
elucidating the doubts of the local people, as well as employ a negotiator to communicate
with the people and strictly abide by the laws and EIA regulations standard.
