Abstract
The objectives of this research were to study : 1) the concept of Maekongpandin Fund in solution to narcotic drug by community; 2) the process of selecting communities to participate in Maekongpandin Fund; 3) the support model for the role in prevention, treatment,and rehabilitation of narcotic drug problems by Maekongpandin Fund; 4) the fundraising model of Maekongpandin Fund’s members; and 5) the participation of people in solution to narcotic drug based on the concept of Maekongpandin Fund. The research was studied by mixed method research. Data were collected by in-depth interview and questionnaire. The research population consisted of the officers of Office of the Narcotics Control Board (ONCB), the officers of Provincial Community Development Office (CDD), Board of Maekongpandin Fund, and the members of Maekongpandin Fund. The research sample consisted of 462 samples.The results showed that : 1) the concept of Maekongpandin Fund showed that strengthen by combining the power of community, with self-sufficiency of each area based on social and cultural dimensions, and loyalty to the monarchy for contributing to the results of solution tonarcotic drug sustained; 2) the process of selecting communities to participate in Maekongpandin
Fund showed the formal criteria and procedure for selected communities to participate in Maekongpandin Fund; 3) the support model of Maekongpandin Fund showed budget support, personnel support, donation, campaigning, checkpoint, sports activities, training activities,supporting drug users to treatment, career promotion, and participation follow-up drug userswho have been treated when entering the community; 4) the fund raising model of Maekongpandin Fund’s members showed 2 types of fund raising model. Firstly, from the faith fund included donation, and donation from events in the community. Secondly, from the wisdom fund included selling products, planting in public areas of the village to raise money for contributions; and 5) the participation of people in solution to narcotic drug by community based on the concept of Maekongpandin Fund showed the participation of people in solution to narcotic drug, the overall participation was rated at the high level, when considering in each aspect was found that the rank can be arranged from participate in benefits, participation in practice, participation in evaluation, and participation in decision-making in solution to narcotic drug, respectively.
