การคาดการณ์อนาคตเชิงยุทธศาสตร์ในการยกระดับการให้บริการภาครัฐและการทบทวนความเหมาะสมของกฎหมายจากคู่มือสาหรับประชาชน
Abstract
In a world of constant exponential change and competitive industries, success or
failure hinges on faster decision making. Governments cannot fall behind. Strategic
foresight is increasingly perceived as a suitable mechanism that will address these
challenges. However, the Thai government is still at the early stages of incorporating
strategic foresight into policy-making and service delivery processes. As a consequence,
the government couldn’t respond to citizens’ needs in ways that are efficient and fair.
Some of which are barriers to achieving a citizen-centric civil service: inefficient administrative
process; weak strategic focus, and burden of regulations. Actions will therefore be needed
now to strengthen public administration and foster regulatory environment for local
entrepreneurs, and to support accessible and efficient service delivery across the various
spheres of government activity. This research set out to examine the high-cost obstruction
of public services, coupled with the burden of regulation. Cost model conducted as part
of this search illustrated that there are highly obstacles and complexity implementation.A dedicated regulatory guillotine is required to offer substantially revamped the handling
process to save users the trouble of entering the same information repeatedly personal
documents. The resulting data offers not just the potential for a greater government
decisions, but also for better administration and lower costs, more importantly to achieve
rapid translation into better services.
