The circular economy is becoming more accepted in society (because of its benefits
 in many areas. It is changing business models, which may help reduce emissions and the
 waste of resources. Recycling or reusing waste leads to cost savings, and reduces the
 demand for raw materials. It is clear that the revolving economy model could have more
 positive economic effects on businesses than does a consumption-oriented economy;
 however, in practice there may be many obstacles to its implementation, particularly in
 small and medium enterprises (SMEs). This consideration led to the following research
 objectives: 1. exploring the situation in which the circular economy is applied to SMEs, and
 2. addressing the problems, obstacles, and cost-benefits of applying the circular economy
 model to SMEs, including policy suggestions. This research will benefit: 1) The government
 sector by providing policy recommendations to promote a sustainable circular economy in
 SMEs that combines the integration of environmental and economic influences; 2) The
 private sector, in which the research results can be used to support decision-making, change
 the economic cycle, and create awareness of business opportunities and benefits with
 respect to costs and the environmental benefits in the long run, and 3) Society and the
 public, by helping promote the efficient use of resources and reducing resource consumption.
