Abstract
This study investigates an outcome of health policy reform in terms of prescriptions
from different health benefit programs. By using local hospital data in Thailand, this study
showcases patterns in electronic medical records (EMRs) of prescription and treatment cost
from patient data with identification diagnosis with chronic conditions. This study goal is to
identify prescription variety in patients diagnosed with cancer, diabetes, and hypertension by
understanding impact of prescription diversities on pattern in violations from designated
guideline. The results from this study suggest that ignorance of guidelines occurred more
frequently in universal coverage scheme, however, physicians tend to override the
prescription guideline for cancer and hypertension patients who enrolled in government
benefit program. This study suggested that an understanding in differentiation among health
benefit plans could help improve delivery and design of social services and public health
processes for multiple types of patients in Thailand’s health administrative programs.
