Abstract
Advances in technology are rapidly changing our lives and societies. Naturally,
government needs to adapt with similar speed and alacrity to ensure that the major
transformations in society and the countless opportunities presented are efficiently managed
to improve well-being, from doing business to agriculture and the public. Strategic
Foresight is required to streamline public administration mechanisms, strengthen public
participation, and shift emphasis to a set of outcomes focused on citizen centric. However,
digital transformation is a challenging agenda. This research set out to examine feasibility
and strategic foresight of transforming e-services by conducting cost effective analysis.
Citizen manual’s database was also employed. Additionally, cost benefit analysis allowed
researchers and government agencies to forecast net present value for digital transformation.
The findings illustrated that government agencies can be classified as three dimensions
that can be delivering a further phase of substantial growth. This research offers the Thai
government some guidelines on how cost benefit framework can be used in public policy.
