สภาเศรษฐกิจ สังคมและสิ่งแวดล้อมแห่งสาธารณรัฐฝรั่งเศสกับบทบาทการมีส่วนร่วมของประชาชนเพื่อการพัฒนาอย่างยั่งยืน
Abstract
Citizen participation in Public Administration is one of the essential mechanisms of
participatory democracy. This includes participation on the political level and participation
in Civil Society and Public Administration to reflect people’s opinions, which leads to
decision-making for determining the direction to develop a country and cooperate in
sustainable development.
The Economic, Social and Environmental Council (ESEC) was founded to address the
problem of political instability with the desire to reform the country to become democratic
in the 18th century, with an emphasis on allowing people to participate in Public Administration.
Therefore, The National Economic Council was founded in 1924 and became The Economic,
Social, and Environmental Council of France in 2008. It consists of 140 representatives
from the social and economic sector who have the essential role of studying issues
received from the government and presenting an opinion to the government. Its purpose
is to assist the government in considering operations and advising the government and
parliament on the mission of developing politics, the economy, society, and the environment
by providing performance assessments of national administration. The council has a
duty to give advice directly when receiving requests about the economy, society, and
environment. Furthermore, under the decentralization to local administration method,
the Regional Economic, Social and Environmental Council (RESEC) was founded in 1954.
It is considered to have created the successful participation of citizens in local Public
Administration and is a role model for establishing the organization of civil society in
many countries.
