Abstract

Since the beginning of around 2000s, the Sufficiency Economy Philosophy (SEP) has
been adopted as the guiding principle for national development in Thailand. In addition to
serving as the backbone of the Thai National Economic and Social Development Plans, SEP
also appears as the guiding principle of many other development facets in Thailand may they
be agriculture, public health care, environment or education. More recently, SEP will serve as
the mechanism for Thailand in achieving the United Nations Sustainable Development Goals
(SDGs). For the fact that SEP has assumed such an important role in the Thai society, it is
imperative that an appropriate index is constructed to measure the extent to which the Thai
development is driven by SEP. This article argues that SEP Index is complicated and cannot
be measured directly. Measuring SEP via conventional sustainable development indices can
easily be misleading. This article provides an analytical thinking of how the success of
adopting SEP can be best measured. This study suggests 9 indicators that can serve as second
best solutions to SEP Index for Thailand.
