Abstract

Local government amalgamation is common among the countries with decentralization
policy. A certain institutional arrangement of intergovernmental relations which matches
with a certain local context may not last long. An institutional change for intergovernmental
landscape becomes eminent when local policymakers sense the pressure of mismatch
between their intergovernmental structure and the changing local contexts in terms of
population, politics, and local economy. This paper reviews the factors leading to local
government amalgamation. It offers a process model, which indicates how these factors
evolve and interact with each other over time, as a conceptual framework to understand
the policy of local government amalgamation in Thailand. Applying the constant
comparative analysis on the related laws and regulations in Thailand, this paper provides the
policy recommendations in order to assist the policymakers in smoothing such institutional
change, which ultimately does not negatively affect the local citizens’ welfare.
