Abstract

The purposes of this research were to study potential of renewable energy in
Surin Province, to assess possibility of producing energy from renewable energy in
physical, economic, social, environment and management aspects, and to purpose
guidelines to sustained produce energy from renewable energy for community in Surin
province. Interviews and observation were used as research tools based on the CIPP-I
Model: Context, Input, Process, Output and Impact. Interviews with officers
of Provincial Energy Office, community leaders and villagers were carried out. A survey
of potential renewable energy in communities in Surin Province was also carried out
and GIS was used to find out the potential of renewable energy. This research used
CIPP-I Model, SWOT Analysis, Force Field Analysis for data analysis.
The results in physical aspect show that the highest potential renewable energy
in Surin province is solar energy which the average solar intensity is 17.0-18.5
MJ/m2
/day equivalent to 11,000 ktoe, following by wind energy which has an average
wind speed of 4.07 m/s. Biomass energy comes third, it is from agriculture products
such as sugar cane leave, bagasse, straws, husks and cassava rhizome in which the
sugarcane leave can be transformed into energy as much as 283.02 ktoe and the
cassava rhizome can be transformed into the lowest energy is 2.0-4.7 ktoe. For the
social and management aspects, villagers and community leaders are interested and
have participated in renewable energy activities. In economy aspect, renewable energy
can support an agricultural sector in the community which help to increase incomes,
reduce household expense and also create jobs for unemployed people and there is
no negative environmental impact of renewable energy use. Surin province has a tripartite to work for renewable energy production, making the job succeed. But there
are obstacles in some areas that villagers don’t have much knowledge on renewable
energy and so renewable energy development is not fully effective. Therefore,
dissemination of renewable energy knowledge, training and activities in renewable
energy technology, budget and staff manage are key success factors for the province
