Abstract

The research entitled, “Impacts of the COVID-19 Pandemic and Economic Remedy
Measures: A Comparative Analysis Between Thailand, Singapore, and France”, is aimed at
examining the impacts of the COVID-19 pandemic on the economy of Thailand, Singapore,
and France, at analyzing economic remedy measures in response to COVID-19, and at
making comparisons of those economic remedy measures between Thailand, Singapore,
and France. Such countries have been selected based on the high ratio of dependence
on foreign trade from tourism, services, and export sectors. It adopts qualitative method
research with document research. The research was conducted during 1 February – 30
September 2020.
The findings demonstrate that the economic fallout caused by the COVID-19
outbreak can be obviously noticed in the second quarter of the year 2020. In this respect,
Thailand’s economy contracted by 12.2 percent whereas Singapore and France contracted by
13.2 percent and 13.8 percent. In addition, their employment rate during the spread of
COVID-19 was 1.95 percent for Thailand, 3.5 percent for Singapore, and 7.2 percent for
France. Additionally, these selected countries have used a large amount of budget for
economic rehabilitation: 2.5 trillion baht for Thailand (1.9 percent of GDP), 2.3 trillion baht for Singapore (1.9 percent of GDP), and 19.9 trillion baht for France (23.2 percent of GDP).
Furthermore, their economic remedy measures can be divided into four categories based
on economic measure framework of the Bank of Thailand. Those four categories include
(1) business sector and SMEs relief measures, (2) economic stimulus measures, (3)
household and employment aiding measures, and (4) economic stability. In terms of
economic relief measures, Thailand, Singapore, and France share certain similarities and
differences. For their similarities, Thailand and Singapore have provided financial
assistances in the form of free money to low-income people while France gave additional
money through unemployment insurance. Meanwhile, Thailand has focused on boosting
its economy through domestic consumption and tourism stimulus packages. Besides, the
royal decree had been approved to allow the Ministry of Finance to borrow 1 trillion baht
for stimulus. During the study, Thailand’s economic restructuring had not been clearly
seen. In contrast, Singapore emphasized assistances to business sector, employment
supports, and job trainings corresponded to the needs of labor market. France had set a
massive amount of budget to restructure its economy over the long term. Moreover,
green economy would be highlighted according to “the French Reboots”. New jobs would
be created for the 21st century environments. Economic measures implemented by those
three countries can be utilized to formulate economic policies for potential crisis.
