Abstract

During January 2019, Pollution Control Department report of PM2.5 dust situation in Bangkok and its vicinity, found dust in excess of standard 17 areas. People should avoid outdoor activities., wear a mask especially the roadside area where the air quality measurement station showing the overall PM2.5 dust level exceeding the standard (50 mg / m3) which is at the level of impact on health. The government policy that wants to promote the use of technology to drive the country to Thailand 4.0, especially to create more value for Thai economic system. The automotive industry is one of the industries that are important to the Thai economy. And one factor in promoting and developing the automotive industry is Car tax structure factors which has been used since 1979, according to the Automobile Act BE 2522. The car tax structure focuses on the capacity of the cylinder in the engine. Large engines that emit large amounts of air pollution will be charged at a higher rate. Cars with small engines that emit smaller amount of air pollution will be charged less. Also with the new model cars that use electricity has no base of cylinder capacity in the engine post the challenges on how to calculate the tax. Currently, the electric car is tax based on weight of the car. Therefore requiring further study to propose alternatives in collecting tax on cars, including studying the use of fossil energy that emits carbon dioxide and dust. Plus taking the industry situation of car production in Thailand and policies affecting the number of cars as well as studying the process of eliminating old car is proposed in this paper.
