Abstract

Agricultural debt or farmer debt is a Thailand crucial social issue as the largest
portion of the Thai population is engaging in agricultural practices. The unsustainable
development in agriculture occupations and bad living-condition of farmer leads to the
farmer debt problem. Although, former Thai government tried to solve the farmer debt
problem with policies and special aid the problem still existing. H.M. The Late King Bhumibol
Adulyadej’s Sufficient Economy Theory is a method of development based on moderation,
prudence, and social immunity, one that uses knowledge and virtue as guidelines in living
for Thai people. The theory has been proved by many applications that can sustain better
occupation outcome and better household quality of living to many practitioners; however,
complexity of geographical and budget are constraint factors affecting implementation of
sufficiency economy to solve farmer debt issue of several Thai government. Some large
corporates aware of their accountable roles on this chronic social issue by implementing
corporate social responsibility (CSR) programs which the government budget spending is not
required. CSR is a self-regulating business model helping business to be socially accountable
to itself, its stakeholders, and the public which creating better reputation and relation to
community business operating. This study investigated and reproduced Betagro Public
company limited CSR excellent award-winning program on developing sufficiency economy
community from Thailand Management Association (TMA). The study aims to form
framework on sufficiency economy community development with CSR program to solve
farmer debt problem which can be used as guild line on implementing CSR program of
business as well as government policy on promoting role of business sector on farmer debt
problem in the future.
