Abstract

The purpose of this research was to study inter-sectoral collaboration, factors that facilitate effective collaboration, and problems and obstacles toward successful collaboration. This study proposes a model for government collaboration with the private sector and civil society in the southern border provinces of Thailand. This was a qualitative research study. Data were collected from 48 key informants, including representatives of management and implementing agencies in various sectors of government organizations, the private sector, and civil society organizations working in the southern border provinces. Data were collected by in-depth interview and focus group discussion. Data were processed using content analysis with links to related concepts and theories.

This study found that collaboration between the government, private sector, and civil society in the southern border provinces, in general, differs in terms of type, management model, structure, and implementation methods. A variety of factors contribute to successful collaboration between the sectors but, in order of importance, the most influential factor was the expectation of mutual benefit, followed by mutual agreement, having common goals, and the sharing of information. The problems and obstacles which threaten effective collaboration include limitations of resources and management processes, followed by discordant culture and relationships between organizations. The structure and mechanism of work, coordination and communication, competency of personnel in the organization, and the contextual environment of the organization can affect the level of success of inter-agency coordination and collaboration. A proposed model for successful collaboration between the government, the private sector and civil society in the southern border provinces of Thailand consists of nine components: (1) Having a common goal; (2) Mutual benefit; (3) Mutual agreement; (4) Information sharing; (5) Structure and mechanism of coordination and communication; (6) Management resources and processes; (7) Organizational culture and relationships between organizations; (8) Competency of personnel in the organization; and (9) Organizational contextual environment.
