Abstract

The objectives of this research were to: study the participatory communication process for the development of creative tourism in Nan province; and develop the guideline on participatory communications for creative tourism management. The research utilized the qualitative research method collecting data through documentary research, observation, and in-depth interview. Three groups of key informants were selected for the in-depth interview. This included the government offices, business organizations, and community members. A total of 19 key informants were interviewed. The research findings were demonstrated as follows: 1) The creative tourism in Nan province has its own unique characteristic features as using the community network model. There were a number of activities that created the opportunities for tourists to interact with the people in the community. The activities that tourists participated in were integrated in the way of life, traditions, and cultural aspects of the people in the community. The visible success of the program was made possible by the collaboration from the various organizations to support the creative tourism in Nan province. 2) There were two levels of management of the creative tourism in Nan province. The first level was planning and policy level. The second level was the implementation by the sender or creator of content. It was found that the people in the planning and policy level were involved and contributed inputs. This was considered involvement at the higher level of authority in the process of participatory communications. It was found that the planning and policy developed by the government offices would be shaped by the inputs from the business organizations and communities. However, it was the reverse for the implementation level. The people at this level were less involved in providing input and only follow the policy and implement the plans. The people at this level were the senders of the content shaped by the business organizations and the community while at the same time providing feedback to the government offices. 3) Participatory communications for the development of creative tourism in Nan province were categorized as based on the communications direction as either two-way communication or horizontal communications. These two types of communications were supportive to the development of participation from all related agencies in Nan province. The implementation required the invitation of the stakeholders to present and exchange their views. The resulting recommendations would be developed as guidelines that will be disseminated through training and seminars. All the participants were welcome to freely express their views in order to push forward the tourism policy to achieve the desired goals. 4) The creative tourism in Nan province enticed tourists to live the simple way of life, which was characteristic to the way of life of people in Nan province. This was a very good means for providing income for the people in the community. However, the rapid growth in the number of tourists has led to negative effects on the environment particularly waste disposal. Therefore, it was imperative to solve this problem before it created a negative effect on the way of life of the people in the community and natural environment, which were the major factors that attract tourists to return to Nan province. 5) The model of participatory communications in driving the development of creative tourism in Nan province can be adopted to the social and economic context of other provinces.
