Abstract

There are many factors affecting the sustainability of the nation. Taken for example,
the promotion of sustainable economy, the development of infrastructure under change
management, the promoting of industrialization, in which has been found out that the
industrial sector stills lacks labour force to mobilize the economy due to the reduction
of the labour force nation-wide from 38.70 million people to 37.89 million people. Noticeably,
255,161 people in the labour force are inmates. Consequently, Samutprakarn Central
Prison successfully placed all sentenced prisoners to train work experiences outside of
the prison’s premises. This research, therefore, investigated and specified the process of
career development of Samutprakarn Central Prison.
The Study was a qualitative research. The Process includes literature review, in-depth
interview with seven officers: two career development officers, one entrepreneur, one
manager and three employees together with focus group interviews with 10 sentenced
prisoners. Then the data were analyzed and interpreted using the 6 steps of Moustakas.
Regarding the process, the study revealed the results in relevant to the manual
of inmates rehabilitation program. However, the work experience training did not respond
to the labour market. Moreover, the trained skills were not practical in real work force.
It was also found out that the repeated convicted prisoners lacked motivation in career
training.
In terms of Skills Development process, the results revealed that there were
five steps in work experience training program. These were (1) the public relations for
cooperation from industrial estates nearby (2) the application and selection process of
the 2016 department of correction regulations. (3) the development of professional
skills for inmates consists of the development phase of vocational training of prisoners
in accordance with the regulations of the Department of Corrections. The opportunity
for the establishment to develop specialized skills that meet the needs of enterprises
(4) the performances assessment along with feedbacks and general report every two
months (5) the compensation and benefit in which half of the payroll was sent to the
government while the other half was deducted for clothing, transportation and food.
The study revealed that Samutprakarn central prison should put the emphasis
on the collaboration from all government bodies specifically the department of correction,
the work experience training network and entrepreneurs to reach agreements on the
innovative career development program as well as on the concordance with the labour
market. More importantly, all stakeholders must communicate more effectively to help
place inmates back in the labour market to live happily. This, in return, leads to sustainable
industries
